Permit Requirements:
All Building Permits:
- Zoning Compliance issued by The Stanly County Zoning Department, located at 1000 N 1st Street Suite 13 Albemarle, NC 28001, if the property is located more than a mile outside of Locust, Stanfield, Oakboro, or Richfield. If the property is inside of, the zoning compliance will be issued at their Town Hall.
- Any building permits to be issued for property inside Albemarle City limits will require a City-Coordination approval from Albemarle City Hall located at 144 N 2nd Street Albemarle, NC. Applicant should bring the City-Coordination to The Central Permitting office located at 1000 N 1st Street Albemarle, NC to start the permit process.
- Construction on properties that have, or will have, a septic tank system will require a clearance from The Stanly County Environmental Health Department located at same address as Central Permitting.
Building Permits for site-built residential construction:
- Zoning Compliance (as explained above)
- Environmental Health Clearance (as explained above)
- Building Permit applications and sub-contractor applications are submitted and paid for at the same time (usually the General contractor brings all forms in).
- Valid North Carolina General Contractor’s License Number for projects estimated to cost over $30,000.
- A total estimated cost of the project including all Electrical, Mechanical, and Plumbing cost.
- Square Footage of any new construction – give both heated and non-heated.
- Sign a Worker’s Comp insurance affidavit.
- Bring in a designated Lien Agent for projects over $30,000 for new Single Family Homes, and any Commercial project. (Refer to Liensnc.com)
Modular Home Permits:
- Zoning Compliance (as explained above)
- Environmental Health Clearance (as explained above)
- A third party sealed foundation plan for proposed home. If contractor does not have a valid North Carolina General Contractors License, they must furnish a $5,000 Surety Bond before permits can be applied for.
- The applicant should furnish the foundation estimated cost and square footage of any site built work.
- All permit applications signed and turned in together.
Mobile Home Permits:
- Zoning Compliance (as explained above)
- Environmental Health Clearance (as explained above)
- Tax Clearance – Issued from The Stanly County Tax Collectors Office located at 201 S 2nd Street Albemarle, NC on used Mobile Homes that have been in Stanly County.
- All permit applications signed and turned in together.
Commercial Building Permits:
- Zoning Compliance (as explained above)
- Environmental Health Clearance on septic, but also any business that will be handling food.
- Plans must be submitted electronically. You can email your request for plan review to [email protected].

- Please allow several weeks for plan review. You will be contacted when review is completed or if there are redlines to be corrected.
- North Carolina General Contractor License for projects $30,000 or more.
- Workers Comp affidavit signed.
