Housing Rehabilitation Services – General Contractor Solicitation

Stanly County recently received $750,000 from the NC Dept of Commerce &  $200,000 from the NC Housing Finance Agency (NCHFA) to provide housing rehabilitation services for (15) low/moderate income, owner occupied single-family properties.  All properties are located within Stanly County.  Stanly County is soliciting the services of qualified, licensed General Contractors / firms to complete the housing construction activities.

The County’s purpose in issuing this notice is to ensure qualified, licensed general contractors are made aware of this program and are provided an opportunity bid on the project.  Prior to bidding interested contractors must complete a “Contractor Application” and be approved by Stanly County.

Stanly County Convenience Centers Holiday Schedule

Stanly County Convenience Centers will be closed Friday, December 25th to observe the Christmas Day Holiday. All sites will be reopen on Saturday, December 26th. If you have any questions please call (704) 986-3698.

Stanly County Launches Community Broadband Survey

Stanly County government is urging citizens to participate in recently launched broadband survey to help get a better picture of the broadband/high-speed Internet issues in the community.

To access the online survey, visit: https://stanly.broadbandanalyzer.com/. Residents without Internet service at home can take the survey via their mobile phone or at one of the five (5) Stanly County library locations.

Stanly County Pursues New Behavioral Health Management Organization

Stanly County is committed to ensuring the best behavioral health system is available to residents in the community. In an effort to accomplish this strategic goal, the Board of Commissioners unanimously approved a resolution on November 9, 2020 to pursue a relationship with Partners Health Management to manage residents’ behavioral health services funded by federal and state dollars, including Medicaid. Partners is a Local Management Entity/Managed Care Organization (LME/MCO), which is a governmental entity that manages mental health, intellectual/developmental disability and substance use services.

Currently, Stanly County’s behavioral health services are managed by Cardinal Innovations Healthcare. However, Partners’ intentional focus on community interaction and engagement with stakeholders, innovation and collaboration with providers and values based attributes, more closely aligns with Stanly County’s vision of ensuring our citizens thrive in a healthy and safe community. 

North Carolina law permits a county to choose its LME/MCO, subject to the approval of the Secretary of the North Carolina Department of Health and Human Services. Stanly County initiated this action on November 9, 2020.

Stanly County believes transitioning to a model of service management and community engagement operated by Partners will best accomplish the goal of enhance behavioral health outcomes. Stanly County has engaged in analysis and review of the Partners’ model of operations and have concluded it is one of intentional community integration at multiple levels. Leadership and staff throughout Partners are engaged in relationships within their communities, actively collaborating with stakeholders, providers, consumers and others to meet the challenges.

Stanly County appreciates Partners’ approach of inclusion in the development of their provider network. Stanly County has consistently desired more local behavioral health and substance abuse treatment options for our residents.  Partners’ hybrid approach to network development allows for flexibility and does not tightly limit providers or various levels of service.

As we work through this transition, Stanly County recognizes the importance of ensuring behavioral health services for the community are uninterrupted and provided with high quality, timeliness and a focus on community involvement and collaboration. Stanly County will continue to work with Cardinal Innovations in the best interest of the residents of Stanly County. All efforts will be made to provide transparent information, ensure a smooth transition and prevent disruption of behavioral health services in Stanly County.

The official transition date will ultimately be determined by the Secretary of North Carolina’s Department of Health and Human Services. To protect residents in greatest need, disengagement with Cardinal Innovations will occur simultaneously with the transition to Partners.
