Request for Qualifications – Design Build Project

Stanly County is requesting experienced and qualified firms and organizations to submit a statement of qualifications to provide design-build services associated with the design and construction of a new Emergency Training Center (ETC) Operations Campus and an emergency training facility located in New London, North Carolina.

Stanly County Seeking Proposals

The County of Stanly is requesting proposals from Service Providers regarding a Multi-Jurisdictional Computer Aided Dispatch and Records Management system solution for Stanly County. The requirements for submitting proposals are stated in the Request for Proposal which can be found at this URL. (Click Here). Please review them carefully. Each Proposer is required to submit their proposal in a sealed opaque envelope. Three (3) hard copies and one (1) digital copy in PDF format on a flash drive shall be submitted to the address shown below:

The County reserves the right to:

1. Award a proposal received on the basis of individual items, or on the entire list of items;
2. Reject any or all proposals, or any part thereof;
3. Waive any informality in the proposals.
The contract for this entire project will be awarded to the respondent deemed the best overall proposal as determined by the evaluation criteria and process outlined in section 2.7 of this RFP as a lump-sum award. The County reserves the following rights (in addition to those accorded to
Stanly County by policy and statutory laws):
a. The right to negotiate with one or more vendors to arrive at a final selection.
b. The right to negotiate all Proposal elements to ensure the best possible consideration be afforded to all parties concerned (this includes the right to approve or disapprove subcontractors proposed after the award).
c. The right to reject any and all Proposals, to consider alternatives, to waive any minor irregularities and technicalities, and to re-solicit Proposals.
d. The right to award the contract to a vendor who submits the best overall proposal (N.C.G.S. 143-129.8).

Proposed System Development Fees

In accordance with North Carolina General Statute 162A-200 Article 8, the Wooten Company, has completed a 5-year System Development Fee Study (SDF) for Stanly County Utilities. The purpose of the SDF Study is to determine water and sewer fees for new connections to Stanly County Utilities water distribution and sewer collection systems.

It is required that Stanly County post the SDF Study for a 45-day period and address any and all questions or comments. Upon the expiration of the 45-day period, the Stanly County Board of Commissioners will hold a public hearing at a regularly scheduled meeting for questions and comments. After the public hearing is closed, the Board of Commissioners may adopt water and sewer system development fees listed in the System Development Fee Study or fees they decide is appropriate and do not exceed the maximum fees listed in the System Development Fee Study.

Stanly County – Land Use Plan Update

Stanly County is preparing to update its current Comprehensive Land Use Plan. The goal of the updated plan is to capture and articulate the vision, values and goals for Stanly County’s future land use development.

Comprehensive land use plans rely heavily on input from residents, property owners, and business owners to identify these goals and create strategies for achieving the County’s vision.
